No family members who are not dependents cannot use Space A flights. So the mother of a dependent spouse is not eligible at all. She could not even fly alone to that location as a Retiree spouse unless the Retired AD member was accompany her.

Only AD, Retirees and their spouses/children are eligible for Space A flights all the time. Reservists/National Guard are eligible for Space A in the US only and no family members allowed unless Activated in which they then fall under as Active Duty.
